MEMORANDUM OPINION

Plaintiffs Kent J. Ashton and Jacquelin R. Ashton filed this action against the City of Concord (the “City”), its former Aviation Director, John W. Crosby, its former Chief of Police, Robert E. Cansler, and its City Manager, W. Brian Hiatt, alleging a variety of constitutional, statutory, and common law claims stemming from the termination of a lease for an aircraft hangar at the Concord Regional Airport.
