This matter is before the court by petitioner father’s motion for return pursuant to the Convention on the Civil Aspects of International Child Abduction (the Hague Convention, 19 ILM 1501) as implemented in the United States by the International Child Abduction Remedies Act (42 USC §§ 11601-11610). Petitioner alleges that the parties’ two minor children were wrongfully retained by the respondent mother in the United States.
