ERVIN, Chief Judge:

The plaintiff, Regina Alexander, filed this action under 42 U.S.C. §§ 1981 and 1983, and North Carolina common law, alleging that Brunswick County and its commissioners discriminated against her based on her race and political affiliation and activities.
