This matter is before the board on the appeal by certain residents of Horsham Township, Montgomery County, Pa., from DER’s issuance of NPDES permit 0050253 and water quality management permit 4680407 to the permittee, Wichard Sewer Company, Inc. These permits allow the permittee to construct a sewage treatment plant to service a proposed subdivision known as Country Springs Development.
