FACTS AND PROCEDURAL HISTORY
On July 20, 2001, William and Jeanne Dalton purchased a 12-acre tract of land in Washington Parish.1 The tract acquired by the Daltons fronted on Parker Road, a Parish blacktop road, on its southern-most boundary.
