In an earlier opinion in this case, 1 this Court held that the plaintiff was entitled to an administrative hearing with regard to her allegation of unlawful discharge on January 15, 1971 from her position in the Baltimore City Planning Department and her quest for reinstatement, back pay and damages from the date of her discharge to the date of her reinstatement.
