The Individuals with Disabilities Education Act (IDEA) is a federal statute that "seeks 'to ensure that all children with disabilities have available to them a free appropriate public education [ (FAPE) ].' " Seth B. ex rel. Donald B. v. Orleans Par. Sch. Bd. , 810 F.3d 961 , 965 (5th Cir. 2016) (quoting 20 U.S.C. § 1400 (d)(1)(A) ).
