Appeal from a judgment of the Supreme Court (Clemente, J.), entered August 22, 2003 in Sullivan County, which, inter alia, dismissed petitioner’s application, in a combined proceeding pursuant to CPLR article 78 and action for declaratory judgment, to review a determination of respondent Sullivan County Commissioner of Personnel eliminating two county positions.
