This matter is before the board on the appeal of the Borough of Grove City, Mercer County, Pa., from two actions of the Department of Environmental Resources. The appeal was filed December 10, 1974. The actions from which the appeal is taken are as follows:

1. An order issued by DER to the Borough of Grove City, Mercer County, Pa., on June 26, 1973, and received by the borough on or about June 28, 1973, instituting a sewer connection ban with regard to the Grove City sewage treatment facilities.
