Preliminary Statement

Petitioner Titus Stephens (hereinafter “Stephens”), proceeding pro se, petitions this Court for a writ of habeas corpus pursuant to 28 U.S.C. § 2254. Pursuant to 28 U.S.C. § 636(c), the parties have consented to the disposition of this matter by the undersigned. For the reasons set forth below, Stephens’ petition for a writ of habeas corpus is denied.
