While being trained by the Baltimore Police Department in 2013, Raymond Gray was shot in the head and grievously wounded by Officer William Scott Kern, one of the Department’s officers teaching the training course. In this appeal, Gray and his wife seek the reinstatement of state and federal claims against Officer Kern, Officer Efren Edwards, Major Erie Russell, Commissioner Anthony Batts, and the Department itself.
