In December, 1968 petitioner and her family applied for public assistance under the Aid to Families with Dependent Children plan (AFDC; U. S. Code, tit. 42, § 601 et seq.). She was granted assistance in that month and continued receiving aid. In December, 1969 she claimed that she was not receiving the full amount due her. Petitioner requested the Erie County Department of Social Services (Agency) to correct the amount, but this was not done, and on March 3, 1970 she sought a “ fair hearing ”.
