On January 29, 1985, this court entered a Memorandum and Order deciding this case in favor of defendant, United States of America, after a bench trial. 601 F.Supp. 835. On February 7, 1985, plaintiff filed a Petition to Reconsider Memorandum and Order which this court construes as a Motion to Amend Judgment under Rule 59 of the Federal Rules of Civil Procedure.
