The petitioner was duly elected chairman of the Democratic county committee of Washington county October 9,1914, and a proper certificate was filed with the board of elections of Washington county *446and with the secretary of state. At a meeting of the said Democratic, county committee, or of some members thereof, on April 10, 1915, a resolution was adopted purporting to remove the petitioner" from his office as chairman, and thereafter Edward F.
