RYAN, Circuit Judge.
After over 20 years of litigation, the defendants in this prisoners’ rights case sought to terminate federal court jurisdiction over Michigan’s efforts to achieve parity between male and female inmates in educational, vocational, apprenticeship, and work-pass opportunities, as well as access to courts.
