Farmland Industries, Inc., t/a Turkey Hill Minit Markets (hereinafter Farmland), applied for a special permit (also referred to as special exception), under City of Reading Zoning Ordinance to install a customer self service gasoline dispenser as part of a planned construction and operation of a convenience grocery store. The site involved is zoned C-3 Neighborhood Commercial. A permit for the grocery store was granted, but the application for special permit for the gasoline dispenser was denied by The City of Reading Zoning Hearing Board (hereinafter zoning board).…
