On October 20, 2010, Plaintiff Rachel Graybill-Bundgard filed a complaint in San Francisco County Superior Court. Dkt. 13-1 at 2. Plaintiff named two defendants, Standard Insurance Company (“Defendant”) and Steve Poizner, in his official capacity as the California Commissioner of Insurance (“the Commissioner”). Id.
