Re, Judge:

This is an application for review of the decision and judgment of the trial court in Ross Glove Company v. United States, 68 Cust. Ct. 236, R.D. 11763, 337 F. Supp. 907 (1972). The trial court affirmed the appraised value of 624 dozen pairs of men’s fur-lined leather gloves which were manufactured in the Philippines with the use, in part, of Belgian fur linings. The basis of the holding was that the gloves were not “Philippine articles” within the meaning of paragraph 1(f) of the Protocol to the revised executive trade agreement entered into by the President of the United States and…
