In Norwich & N. Y. Transp. Co. v. Wright, 13 Wall. [80 U. S.] 104, a case in which these petitioners, and some of the appellants, were parties, the act «s&eongress of March 3, 1S31 (9 Stat. 035), entitled “An act to limit the liability of ship owners, and for other purposes,” was under consideration.
