Plaintiff Electronic Frontier Foundation (“EFF” or “plaintiff’) brings this action against the U.S. Department of Justice (“the Department”, “DOJ” or “defendant”) for failure to disclose information pursuant to the Freedom of Information Act (“FOIA”). Plaintiff seeks material from DOJ’s Office of Legal Counsel (“OLC”) that interprets the scope of certain areas of the Federal Bureau of Investigation’s (“FBI”) authority under federal surveillance law.
