Plaintiff John Paul Charlton seeks judicial review of the decision of the Ar Force Board for Correction of Military Records (“AFBCMR”) to deny his application to correct his A Force records. Defendant Michael Bruce Donley, as Secretary of the Air Foree, has filed a motion for summary judgment. Mr. Charlton opposed that mo tion and filed a cross-motion for summary judgment.
