The statute provides that “ no person shall be entitled to a copyright unless he shall, before publication, deposit ^ie mail a printed copy of the title of ^e book * * * for which lie desires a copyright, addressed to the Librarian of Congress.” 16 U. S. Statutes at Large, 213.
