¶1 Ralph Gausvik appeals from a summary judgment in favor of the Department of Social and Health Services (DSHS) and three social workers for their part in a child abuse investigation. Although Gausvik was convicted of criminal charges, the State dismissed all charges after Division Three of this court ordered a reference hearing based on his personal restraint petition.
