JACKSON, District Judge.

Plaintiff American Federation of Government Employees, Local 2782 (“AFGE” or “Union”), the collective bargaining representative of employees of defendant’s Bureau of the Census (“Bureau”), brings this suit under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, to obtain the release of documents it believes will con firm its suspicions that the Bureau has engaged in the illegal practice of “preselecting” certain employees for promotion. 1 The Bureau contends that some materials it has withheld are exempt from disclosure under 5 U.S.C. §…
