The appellant, Assassination Archives and Research Center (AARC), brought suit under the Freedom of Information Act (FOIA or Act), 5 U.S.C. §§ 552 et seq., to compel disclosure by the Central Intelligence Agency (CIA or Agency) of a multi-volume compendium of information on “Cuban Personalities” (Compendium) prepared by the Agency in 1962.
