In Act 45 of the 1994 Regular Session of the Louisiana Legislature (the "capital outlay bill"), the legislature made an appropriation to the East New Orleans Health Clinic, Inc. (a non-profit corporation) for "land acquisition, planning and construction" of a health clinic in New Orleans.
