Petitioners appeal the grant of a Class B retail liquor license1 to the Tenley Corporation, t/a the Tenley Mini Market, for use in a convenience store located at 4326 Wisconsin Avenue N.W. Findings of fact and conclusions of law in this matter were issued by the District of Columbia Alcoholic Beverage Control Board (“Board”) in a decision dated October 25, 1984. Several grounds for appeal are alleged.
