This is in response to your request for an opinion regarding Pulaski County's obligation to pay a contract with a professional appraiser without an appropriation by the quorum court.

As I understand the facts that you have presented, the county contracted with a professional appraisal firm for a county-wide reappraisal, for the purpose of avoiding eventual non-compliance with the state's mandated ratio level.
