GRAY, Justice.
This suit was filed by appellants, International Service Insurance Company and Fort Worth Lloyds, against appellees, the State Board of Insurance and the Commissioner of Insurance, to set aside an order of the Board prescribing the form of statements to be used in fire insurance policies wherein it is stated that the said policy is 100% reinsured in another company.
