This appeal requires us to consider whether the statute of limitations applicable to civil actions by federal employees under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e-16(c), should apply to similar actions brought under the Age Discrimination in Employment Act (the “ADEA”), 29 U.S.C. § 633a.
