CECIL, Senior Circuit Judge.
The plaintiff, William D. Travis, brought this action against Pennyrile Rural Electric Co-operative and Tennessee Valley Authority in the United States District Court for the Western District of Kentucky, at Paducah. The parties will be referred to herein as plaintiff, Pennyrile and TV A, respectively.
