I. INTRODUCTION
Plaintiff, the Board of Trustees of Community College District No. 502, County of Du Page, commenced this action seeking a declaration that the College of Du Page (College) is a “political subdivision” subject to the Local Government Professional Services Selection Act (Local Government Selection Act) (50 ILCS 510/0.01 et seq.
