This matter comes before the Court on Defendant’s Motion for Summary Judgment. For the reasons discussed below, the Motion will be granted.
I. FACTS AND MOTION FOR SUMMARY JUDGMENT
Defendant C. Wesley Phinney, Jr., is taking a second run at securing a summary judgment in this pro se civil rights action.
