Panhandle Eastern Pipe Line Company, pursuant to § 19(b) of the Natural Gas Act, 1 seeks a review and modification of an order of the Federal Power Commission issued November 12, 1963. The Commission’s order relates to volumes of gas delivered for “shrinkage” by Panhandle to the helium extraction plant of National Helium Corporation near Liberal, Kansas.
