This case involves the question of the validity and sufficiency of a petition by certain electors of the City of Cincinnati, filed under the authority of Sections 8 and 9 of Article XVIII of the Constitution of Ohio, requesting the council of said city to submit to the electors thereof a *206proposal for amending the charter of said city as to the method of electing members of council.
