Waste Management, Inc. (WMI), applied to the Environmental Protection Agency (the Agency) for an operating permit to open a new hazardous-waste-disposal trench at its Environmental Sanitary Landfill, Inc. (ESL), site in Elwood, Illinois. WMI also applied for 599 supplemental permits to dispose of certain hazardous-waste products, known as supplemental waste streams, into the trench. Finally, WMI applied for an operating permit to install a new groundwater-monitoring network to surround the ESL site.
