Red River Holdings, LLC (“Red River”) has appealed from a decision the U.S. Armed Services Board of Contract Appeals (the “Board”) issued in favor of the United States Navy (the “Navy”). Both parties have filed cross-motions for judgment upon the administrative record, and the Court has listened to their oral arguments.
