The City of Newport (“Newport”) sought to annex certain properties in Cocke County. A number of affected parties (“the Plaintiffs”) objected to the annexation and filed a complaint against Newport in the Chancery Court for Cocke County (“the Trial Court”). The Trial Court held that the Plaintiffs had failed to carry their burden of proving that the annexation was unreasonable or that the health, safety and welfare of the relevant citizens would not be materially retarded without the annexation.
