ORDER

Jermaine Carpenter, a pretrial detainee under the Illinois Sexually Violent Persons Act, 725 ILCS 207/1, appeals the dismissal of his complaint alleging violations under the Constitution and the Health Insurance Portability and Accountability Act of 1996 (HIPAA), Pub.L. No. 104-191,110 Stat. 1936 (1996). We affirm.
