On March 9, 1935, the Board of Failroad Commission•ers (hereinafter referred to as the Commission) ordered an investigation of the properties of the Northern States Power Company (herein•after referred to as the Company) which were used and useful in providing electric, gas and steam heat service at Fargo, West Fargo and 'Southwest Fargo, to determine the fair value of those properties for rate making purposes.
