Both of the captioned cases came before this Court for trial on July 7, 1995. In each, the Commonwealth asserts that the defendant should be adjudged an habitual offender based on a prior conviction for a violation of Fairfax County Ordinance 82-1-6, which incorporated certain driving offenses into the Fairfax County Code, including Virginia Code Section 18.2-266 et seq. which outlaws driving under the influence of alcohol.
