— Respondents were owners of certain lands within a district created by the city council of the city of *318Spokane under its 1885 charter, for the purpose of levying an assessment to pay for certain street improvements. Said improvements were provided for and directed by an ordinance passed under said charter, and work was commenced thereon, but the improvements were not completed until after the adoption of the freeholders’ charter on March 2é, 1891.
