This is an action by the United States to'recover of James H. Bishop, a citizen of the state of Minnesota, the duty upon a car load of calcium carbide, under section 7, c. 407, of the “Act to simplify the laws in relation to the collection of the revenues,” approved June 10, 1890, 26 Stat. 134, as amended by the “Act to provide revenue for the government and to encourage the industries of the United States,” approved July 24, 1897, c. 11, § 32, 30 Stat. 212 [U.
