I. INTRODUCTION

This case concerns the release of poly-chlorinated biphenyl (“PCBs”) onto the banks and streambed of the Middle and Lower portions of the Mother Brook Stream (the “Mother Brook”) located in the Hyde Park neighborhood of Boston, Massachusetts.
