Plaintiffs, Cathedral Square Partners Limited Partnership, West Park, Ltd., 46th Street Partners Limited Partnership, and Riverview Properties, Ltd., have sued Defendant and Third-Party Plaintiff, South Dakota Housing Development Authority (“SDHDA”), alleging that SDHDA breached their Housing Assistance Payment (“HAP”) contracts which were established and are administered pursuant to Section 8 of the United States Housing Act of 1937.
