Before this Court is an appeal from a unanimous decision of the Zoning Board for the Town of Narragansett ("the Board"). On January 19, 2006, the Board granted Ruth Mullen ("Mullen") a Special Use Permit under Narragansett Zoning Ordinance §§ 10.1 and 12.5, allowing her to raise the roof and add an internal dormer on one of four condominium units located at 10 Elizabeth Road, Narragansett, Rhode Island ("the Property").
