IT IS ORDERED that the application of Billy D. Jacobs, a Texas prisoner, requesting leave to proceed in forma pauperis (IFP) under the Prison Litigation Reform Act of 1995 (PLRA), is GRANTED, 1 and Jacobs is ORDERED to pay an initial partial filing fee of $1.83 2 when funds are available to him. Thereafter, he must pay the balance of the $100 fee in monthly installments of 20% of the preceding month’s income credited to his inmate trust fund account. The agency having custody of Jacobs is ORDERED to forward funds from his account to the clerk of this court each time the amount in the account…
