WILKINSON, Circuit Judge:

In this case we must decide whether the National Labor Relations Board (“the Board”) properly asserted jurisdiction over petitioner ARA Services, Inc. (“ARA”). *131ARA provides food services at the University of North Carolina at Greensboro (“UNCG”), a “political subdivision” exempt from the Board’s jurisdiction. 29 U.S.C. § 152(2).
