LEE, Circuit Judge.

Two minor children were drowned as the result of a collision between a privately owned motor vessel, on which they were invited guests, and the Army tug “Lt. Col. Herbert L. Kidwell.” The collision occurred on October 12, 1942, on the Mississippi River within the territorial limits of the state of Louisiana. More than sixteen months later appellants, the parents of the children, proceeding under the Public Vessels Act, 46 U.S.C.A. § 781 et seq., and the Suits in Admiralty Act, 46 U.S.C.A. § 741 et seq., filed this libel to recover damages against the United States for the…
