KAREN KING MITCHELL, Judge.
This is a termination of parental rights case. The issue is whether there was clear, cogent, and convincing evidence that the conditions of section 211.4471 were *240met so as to trigger the trial court’s authority to terminate the appellant’s parental rights. We hold that there was not. Therefore, we reverse the trial court’s judgment and remand for proceedings consistent with this opinion.
